Here is a wonderful new research brief (Research Plan Essentials: A Primer for CCDF Lead Agencies by Akers, Litkowski, and Kirby) from OPRE that Mathematica just completed. I highly recommend it to all licensing staff. It is a great guide to the research enterprise.
